The present invention relates to a packaging material formed of a base material and an inner sealing layer. The inner sealing layer includes a polyolefin layer and a water dispersion-type polyester resin layer, which are sequentially disposed on a base material to obtain the packaging material. The aqueous dispersion-type amorphous polyester resin layer contains an anionic surfactant or an amphoteric surfactant and substantially does not have an organic solvent having a boiling point of at most 100°C. The thus-formed packaging material has excellent fragrance retention, fragrance-free absorption, particle-free adhesion, low residual solvent, and sealability. The packaging material has no environmental problems and is therefore suitable as a packaging material for microparticle medical supplies and health foods.
